My first instinct is to answer YES.
However...
If these computers are used during non-class time, I don't see how it is any more or less a waste of time and resources than JV wrestling, nine different uniforms for the football team, nurses doling out ADHD meds, etc. etc.
In other words if you want to make the argument that these sites should be blocked because they waste school money and don't contribute to educational purposes, then I have a whole list of other things that should be "blocked" too.

Yes, because school is to learn not to chat and look up your buddies on the internet. Plus, some parents don't allow this type of internet conversation and things in their home and it's wrong for the school to go above the parent.

Yes. It is an individual institution's choice as to whether these sites are appropriate. Is it appropriate to be going to social websites during school time? Most likely it is considered to be an inappropriate activity for school.

The owners of the computers have the right, and I suspect some would argue the responsibility, to block what they deem inappropriate content for the user community.

Pragmatic reasons dictate that they probably have to. Who knows what viruses, trojan horses and worms are lurking there. It also is done probably to at least attempt to slow down the pedophiles, that use those websites as "hunting grounds". Sick, but that's life.

Schools are not democracies and should act like it. They need to control the crap that might not be appropriate or productive.
