Mini Bike is a general term used to cover pretty much anything with a wheel size of 14" or smaller, and an engine displacement of 150cc and less.
Within this group of bikes, there are some models that are street legal. They have turn signals, brake lights, a battery, street legal tires, etc. Also, in some states, you can make a non-street-legal bike street-legal by adding these things, then having the bike inspected by your local Dept. of Transportation.
Some mini bikes are two strokes - unless they were built before 1979, most are not street-legal in the United States, and can't be made so.
Some mini bikes are not able to go fast enough to be allowed as street bikes in certain locations. This varies by city and state law.
Keep in mind, that to be street legal, the bike has to meet all the requirements, and the RIDER has to also.
Absolutely no vehicle with a gas-powered engine is allowed to use the sidewalk or other pedestrian areas. This includes minibikes.

A mini-bike is a motorized off-road cycle with a front wheel (rim) greater than 14" and less than 19" in diameter. Usually between 60 and 110 cc's in displacement.
They are not street-legal.

Its a small motorcycle, and mopeds and that fall into that category. As long as it is set up to be street legal, you should be able to get it registered. Check with you local police department and traffic center, as in some areas, where they are legal to ride on the streets (like where I live), as long as they are not set up for dirt bike riding or racing and they are under 50 cc's you can ride them on the sidewalk or in the slower lanes of traffic.

A "mini-bike" is a simple frame, seat, and an upright lawn mower engine - briggs & stratton or techumsa. And they're not street leagle
