Why didn't Bill Clinton retaliate when Bin Ladin attacked the USS Cole in Oct. 2000 ?

Mainly because Bin Ladin had been trained by and funded by the United States government under Reagan. He was seen as a radical, but no one saw him as a large scale threat. Also the 93 bombings of WTC had nothing to do with bin ladin, that was another nut. only the Cole was related to Bin Ladin, and that was in 2000. So you should really get your facts straight

He didn't have the spine to do so. It would have smeared his image as a "dove".
