The horizontal line indicates that the numbers under it repeat forever. -3.1, with a line over the "1", means -3.11111111111... . Similarly, we can represent the fraction 1/2700 as a decimal 0.00037037037037037... or, for short, 0.00037 with a horizontal line over the last three digits "037".

it means that the 1 goes on forever.. it is repetative. -3.11111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111
