Contact in writing the place of the Landlord, writing is a better way to get attention especially if someone is misusing or lying on the application.
Most will ask for it, contact also the Texas HUD Section 8 office as well.

If you are the landlord then contact your local HUD office...you should already have that information since they pay you part of the rent each month.
If you are not the landlord again contact your local HUD office and contact the building's landlord with the problem.
Depending on the problem HUD will send out an inspector to meet with the tenant and review the complaint

Voucher housing (sec 8) is administered by county housing authorities. Call your local housing authority and explain the nature of the complaint.
Be advised that most of the time, you will be referred to the landlord unless the complaint has anything to do with drug activity on the premises, domestic violence, or an issue that poses a threat to the safety of other persons residing in the property
FYI: If you call HUD, they will refer you to the housing authority. Don't call HUD unless you want to waste your time.
