type DIR and see if there's anything in there... if you have the XP CD, boot with it and repair windows.

Is windows installed on this PC? If this is an older PC or a machine that probably had Windows 3.1 or DOS installed on it you essentially have whats on it. You could try typing WIN at the prompt to see if it initiates a version of windows already in place but from what I am understanding, you have a PC with DOS as the main operating system.

Use xp disk as you would to do a normal install at the instalation screen pick repair windows leave file system as it is this will re install windows but leave your files as they are on the computer
all that will not be available are any updates that you installed due to your windows being back to its original install DONOT pick the change file system or your drive will be auto formatted that is a clean install that destoys all on the hard drive you will still need your serial number to reinstall

It's booting into Recovery Console.
You need to place your XP install CD into your PC, then reboot. Hit a button when it prompts you, then re-install the OS.
Tip: the installer will first ask you if you want to install or repair Windows XP. You'll want to install. Then you will do a re-install on the next screen.
