Not exactly -
Excessive body building is usually due to some kind of steroid or bulking agent. The use of those will make your penis smaller ...
Women's breast's get smaller or don't grow as much because they are mostly made of fatty tissue and when you are bulked up like that, your body consumes most of the fat on your body.
Excess in anything is not good - BALANCE

The muscles in a woman's chest, if buffed out, will reduce the appearance of their natural breasts. Also, physical stress and strain, like that which is done with bodybuilding, cause a lot of testosterone in the females. And less estrogen production. So the boobs take a back seat and the pecs get to ride shotgun.
In males, it is not necessarily true but can be if one is using steroids. When bodybuilders are wearing their little bitty panties, they usually don't have a hard on. Know what I mean? Unless you have a big package, of course it is going to look smaller in those panties, especially when you have big, bulky legs to downplay that package. My husband is tiny when soft and absolutely huge when hard. Everyone is different.
Check out rotten.com. There are celebrity shots and one is of Arnold Schwarznegger, in his prime, naked. He has got it going on ladies. I know he is old now, but his stuff was nice. Not bad for Mr. Olympia, a bodybuilder.

Yes I think so.to some extent it is because of the fact that due to body building when other muscles get stronger and bigger this seems to be small,In case of girls the same stands true because when the muscles of chest get stronger then chest becomes somewhat bigger and the muscles do not allow the breast to fall, when it remains in position then it seems to be small.

I've heard that when you take whatever drugs to increase muscle it can create impotence, but I'm not sure.
About women, I think that a big part of the female breast is fat, so, when a women does enough exercise, she reduces that fat.

Breasts - Yes. They are mostly fat anyway.
Penis - No. That is a different tissue entirely. That only reduces when steroids are used.

the size of both depends on hereditary,if at all anything can be changed by body building is increase the volume of the muscles not numberwise,u can increase the volume when it is erect so it is that stimulation not by body building ,u have to increase the number of muscle fibers to make it big ,
