Any good glyphosate based weedkillers, read the instructions for use well, and doesn't affect the soil like old engine oil will. If you need to you can replant within 6 - 7 weeks of application (I think).

depends on how deep the root is and what else is around the plant. Dig it out if you can, no cost, no pesticides only a little elbow grease.

Round-up will kill almost anything. Use it twice on tough weeds. On stumps, wait for growth, then spray. Then spray the following week.

Roundup. It's the best. For big stuff (trees) use copper nails or salt on the exposed root.

If you want to be rid of any plant life car engine oil will get rid of them better than any weed killer.

It depends if it's on city property, I would consult the city where you live.

'SBK' is good. Or any brushwood killer, but it has to be systemic. A lot of the better ones are not produced anymore, as they tended to kill the users as well...

If you have a stump to work with, you drill a hole in the stump and then fill it with weed killer.
