New Jersey the age of consent is 16, but there is a loophole allowing for relations within a 4 year age gap, so a 17 year old and 13 year old can technically have relations without a charge of sexual assault. Some prosecutors have charged 30 year olds who have sex with 16 year olds with endangering the welfare of a child or interference with custody but without success.
As far as the political angle is concerned, South Carolina was home to the Southern Democrats for decades prior to the liberal swing by that party. Its best to check when the law concerning the age of consent came into play before looking at a political angle (I couldn't find any referencees to it). My guess would be that it is more of a social issue.

The new law that allows prosecutors to seek a death penalty for repeat child sex offenders also lowers the age of consent in some cases.
Prosecutors can seek a death sentence for a repeat sex offender when the victim is under age eleven. But it also allows people age 18 and under to avoid maximum penalties if the other person is 14, down from 16. The provision was added to avoid severe penalties for young people experimenting with sex.
Holy crap! According to wiki the age of consent is 12 in Delaware if the other partner is less than 4 years older than the younger partner. 12!?! At 12 I was just beginning to think about sex. Holy crap that is too young.

Maybe that expect the parents to be responsible for the actions of a 14 y.o. . If you are that concerned, get the law changed.
Personally I agree with you, it is not right.
BTW I seem to remember reading something some time ago about the divorce rate in the Bible belt being the highest in the country. Sort of the same isn't it?
