3 days before you are due to start your period. But you have to get a test that is designed for pre-testing. Otherwise wait until the morning after you were to have started.

The test is designed to detect the HCG hormone in your urine that is only present if you have a conception. This hormone is what sustains the baby until its liver and heart are developed enough to cycle your blood through its body, which is about the three month mark.

This HCG hormone is usually the cause of a mother's morning sickness. And since the HCG hormone subsides after the three month mark, this is why morning sickness tends to go away or subside greatly after the third month of pregnancy.

From what I understand , the blood test is the most effective and fastest way to find out,. If you can take a urine teat up to five days before your period, than i would think that it would be even sooner for the blood test.
