Basicly, you have to answer more and more questions and if you get 'best answer' then you go up 10 points. Uhm, but you have to make your answers real and not spam. Also, you can ask questions too and that also helps with the process of getting to a higher level. Hope I helped you out.

The aim is the more answers you give the more points u get for doing so and u get 2 points for each answer u give. If you get the best answer, you get 10 points, and the more levels u achieve the more questions u get to answer. Take a look at mine for an example

It took me a long time. Even after some people reported me for some weird reason. But when I get to the top level, when ever that happens, I will try to change a couple of rules.

Answer questions, but don't forget to ask them,too! Ok, you lose 5 points, but by choosing a best answer you gain 3 points, and people get to know you.
If you're really desperate for points, I think you can get 1 point by rating an answer with no best answer already given (click on Rate An Answer)

Answer as many questions as you can everyday. Everytime you ASK a question , 5 points are taken away. When you reach 999 points you are at level two. Good luck ! :)
