They do different things.

A UPS usually will output a conditioned power supply and act as a surge protector but it also has batteries to run your equipment if your power is out for a few hours.
A surge protector alone only prevents electrical surges damaging your equipment.
If you have power problems a UPS is good as power cuts have been known to cause hard drive failures.
There are some cheap desktop ones.
Also not advertising but American Power Conversion ( APS )make some good ones.

Both have their own uses... Generally a person would have a good Surge Protector, not just a power strip. It will simply protect your computer equipment from a "surge" such as lightning. If using a phone line for Dialup or DSL, then be sure your Surge Protector includes phone line protection.
A UPS is a backup battery. Generally, you only need that for servers so that you have a chance to do a proper shutdown if you lose power to your building. And only plug in the server and the monitor to the UPS. Other items won't need power when the lights go out.
I knew a writer that had a UPS on his PC. It was there so he'd have a chance to hit save if the lights went out. But if you are working on a document, you can always practice "Save Early, Save Often"

UPS Products are much better than Surge protector. Because Surge protector only control of high voltage. UPS can protect or control fluctuations of low or high voltage and also gives back up solution for some times according to battery capacity. UPS Products are working on when normal light has gone without light voltage break-Of.

a "UPS" and a "Surge Protector" are two entirely different things.

A Surge Protector simply protects for Power Surges (the sudden INCREASE of voltage above the noraml 110 volts) on a powwer line.

A UPS provides temporary power to whatever is plugged into in if power (electricity) is not present on the normal power line. Most UPSs have Surge Proctection as well.

An uninterruptible power supply won't protect from surges I don't believe, but a surge protector will. Also it depends on what you mean, better for what? Surge protection or uninterrupted power? for where? business? home? etc. we need more info to tell you which is better. but at least now you know what they do.
