I'm a bus driver. When it's busy, the bus becomes late due to traffic delays and large numbers of passengers boarding (this usually happens together). As it runs later, more passengers have time to turn up at bus stops ahead, so it takes longer to get them boarded (especially in cities like Manchester where the driver has to give change and there are many types of ticket deal, and since so many passengers don't know where they're going or how to make connections, fumble for change, gossip, have to deal with kids and buggies etc.).

The effect accumulates until the bus behind catches up. When this happens the buses will be "stuck together" - every time one overtakes the other, it will get more passengers who take a long time to load, so the one behind will catch up. The constant waiting behind each other at bus stops because traffic won't let you out slows both buses further until a third bus catches up too - hey presto! - the "Why do three always come at once? scenario.

I always find that if you are early for the bus, the bus is really late. If you are late for a bus, the bus was really early. This happens pretty much every time I get the bus.
