External Hard disk (EH) PRotable Hard disk (PH)
EH is big in size, and more weight when compare with PH, more noisy, will have trouble while transportation coparing with PH, need a connection cable to connect via USB.
PH is very small in size, light weight, easy for transportation, handy, easy to connect, etc..

Usually the platter size. Most external drives use a conventional 3.5" internal drive in a fancy enclosure. Most portable(smaller)drives use 2.5"platters(discs).:-)=

There are fixed external/protable hard drives with various sizes, external/protable hard drive enclosures comes with diffrent sizes(5.25", 3.5"- normal ATA, 2.5" Laptop ATA, or even could be in SATA interfaces). but i have seen all of them called in both terms. (do a serch on internet for venders - amazon, ebay). so i think it's same..
