I think those people who are having very deep sleep can't be affected by that noise, or those who are deaf of course. But for others who might not experiencing the deep sleep, specially those with very good sense of hearing, those having physical ailments and some problematics, for sure they are always affected.

It would depend on how deeply they sleep. Some people are woken up by the slightest noise (I am one of them) while others can sleep through a very loud thunderstorm. It's just different stages of sleep. I hope this helps.

some people fall deeper into the REM state of sleep and stay there when other will fluctuate between the different stages

Different levels in the sleep relm.... deeper and lighter sleepers.
