When a government allows an area to self-govern it is called a grant. The charter would spell out the code of rules both parties agree to abide with.

i will trust that. The Federal governments function must be to guard land, liberty, speech and coaching. something must be left as much as the states. The Spanish gadget is created from self reliant communities that have their own taxes, often times their own police, and so on.
