That's a grounding strap. It is supposed to keep the car from building up a static electricity charge. Never heard of that helping with car sickness; usual reason I've heard is to avoid having the car shock you when you get out (or for trucks carrying gasoline).

Yes it's to help with car sickness. Some of us who get carsick are sensitive to the static electricity which enters the car . The rubber flap , I think is supposed to help to direct the electricity towards the ground rather than into the car.

It is actually a static strip to discharge static electricity. When you stop the car and it touches the ground static electricity is grounded. This prevents you from getting the shock snap we sometimes recieve getting out of the vehicle and touching the door to close it.
