I just built a CP Morgan in Jan 2006. I pulled up the carpet, because we are considering laying laminate wood flooring and when I pulled up the "tack strip" there were holes where the strip was nailed on. That is now biggie but when I took a wet towel to the floor to wipe off dust the hole got bigger where the nail was and this hard top coat peeled off and the cement seemed to crumble under the use of the water. The hole went from the size of a pen eraser to about 3 in. just by rubbing it with water////is this normal? I knwo nothing about concrete or anything like that. I have a fear that since my house had it's foundation laid in the winter that maybe the concrete did not set? Any input would help

This is not normal. If your house was built in 2006, you should contact your builder imediately and have them repair.

Wow that does sound bad. Concrete shouldn't do that. I'd recommend getting a contractor to take a look at it. If it's just in a small area you may be able to get new concrete pumped into that area.
