GET OVER IT! A child of that age is essentially genderless. You obviously have not spent any time in Europe where you see NO full bathing suits on young children at the beach, they all, girls and boys alike only have the bottoms on.
If she has no breast development, what is the deal? Does it arouse deep feelings in you that you would rather not face? If I were that co-worker and were confronted by you about this, I would for the rest of the time I worked with you, wonder if I was working with a pedophile.

Is there a way you could block seeing her screen? Try that first.
If that don't work then just explain that you don't appreciate having to look at that kind of picture, that you'd prefer the child be dressed fully. That if that picture were found on some one else's computer, it'd be considered child porn.
Tell her you think it's inappropriate for the work place.
If those don't work, or you just don't want to talk to her about it, then talk to the HR department and see if they can do something. They should be able to once a complaint is filed.

Make an employee suggestion to have the same desktop screen throughout the company. Due to control offensive pictures; viruses; and to make it look more professional when people get up and walk away from their computer.
As well, to remind employees that this is not their personal computers--this is the business computer.
My company did that, the main desktop is from our company colors and is the same from our company brochure. It works and it helps when we have clients in who may see our desktops by chance.

First just make a small statement to the co-worker that even though she is a cute kid that you think that the picture is somewhat revealing and should not be for public viewing due to the graphic nature of it. Or maybe bring up a Lifetime movie where the mother almost lost her kids after having a couple of pictures her sister took of the kids having fun in their underwear.
If you dont' feel comfortable go to HR and tell them that the picture exist and where it is. They have to take action to this.

Tell her boss! Their are rules and that is just inappropriate. She obviously has no care or concern for her child. lacks decorum and probably self respect as well. I WOULD NEVER! She would probably say " What's wrong with it?" Well... nothing, it is adorable, BUT it also belongs in a family photo album! NOT In the workplace! PERIOD!

It is common sense AND it is making people around you uncomfortable! If you want a pic that makes you smile, thats one thing but 7 year old naked boobies should be reserved for YOUR HOME!

Wow, that's strange. I wonder why she would choose that pictures to display. Maybe you should check with your coworkers to see if they have a problem with that picture too. Have someone who is a closer friend to her at the office mention it to her. I'm sure her daughter would die of embarrassment too, if she knew her mom was displaying a half-naked picture of her to everyone she works with!

Just tell her that you believe the picture, as it is, is posing a safety risk to her daughter,because, while it might be a cute picture, it might cause someone who is a pedophile to want to meet the girl in person

I would mention that it made you uncomfortable. If you don't want to say it to her mention it to her boss. If it makes you feel uncomfortable at work you should say something. Just know that if they make her take it off you may all end up with very generic desktop pictures.
