do you send an email to that web site and get a permission? Do you have to wait till you upload your site so they can see your site? What is the normal practice?

Just go ahead and make the link. It's the friendly thing to do on the web and most sites appreciate the new source of traffic.

However, it's rude to point directly to a file such as a photo, MP3, SWF, etc. on the other web site, or directly to a CGI or script that does something. Those use up the web site's resources or bandwidth without giving them any promotional benefit. Point to the site's page that contains or links to the file instead.

It never hurts to let people know that you are using their site, it is common practice to give credit when citing material, and i am sure the person who made the web-site would be pleased to know someone actually goes there.

You can be really courteous and ask if you can, and wait for a response, they may provide u with a banner or link that can be on ur site. if in doubt always ask!
