i would make sure wealth was shared out equally, and nobody would starve, i would stop all wars, and people would live in peace.... oh and every body over the age of eighteen would get free beer and chocolate...

1) I would update the system of Yahoo! Answers so that:
a. Nobody can post questions for fun. All questions posted will be something of importance, and having definite answer.
b. Nobody will gain 2 points just by answering a question. The 2 points will be gained only when the asker approves the answer. If the asker rejects the answer, you will lose 5 points.
2) I would order all computer users to learn to use the Dvorak Layout. All Qwerty keyboards will be destroyed and free replacement Dvorak keyboards will be offered. All smartphones will have Dvorak keyboards, and the Dvorak layout will become the standard keyboard layout. For those who cannot afford to pay and learn Dvorak, free courses will be offered (proof of poverty required.)

By rule I assume you mean anything I want to change becomes so.
To start off any time you thought about committing a violent act against another you would get a migraine that would get worse or better depending on how you thought about that act.
Males would not have any sex drive until they were over 18.
The desire succeed without walking on others would be addictive.
No one would blame other people for their shortcomings.
Jealosy would not exist.
