On the logon screen, hold CTRL+ALT and press DEL twice. Then as the user, put 'administrator'. Leave the password blank. Press ENTER and you are logged on. Once logged on you can create/change your account details. This should work most of the time. Try it out.

You can't. There is some software like Wininternals that let you boot to a CD and change the password, but it is not free. If this is someone elses box, they will definatly notice.
Now if you just don't want to enter the password, log in, go to the user conrtol panel and remove the password.

If your the owner of the computer just reboot go into safe mode
and change the admin password then reboot log into the
administrator account and change the user password if you
forgot that too.

you cant do it easily with out it costing you alot of money. And if in the circumstance its not yours and you are trying to break in to it then its illegal.
