Officially, it is the Bub enterprises streamliner that, as of last week, set the new speed record for 2 wheels at 350.8 mph.
For production bikes it would probably be the Kawasaki ZX14 (hard to say since big brother limits them now). There other bikes that, mathematically are much faster but the chassis are not capable.

Production - The 'busa or ZX-14. These bikes are so close that the better rider will always prevail.

All new bikes are limited to 186 mph, so anything 1000cc and up is technically the fastest production bike.
