usually it means, that they have a history of problems ,which make them behave in a certain way ,which is not seen as normal.
perhaps they experienced something traumatic, such as being picked on by a drunken parent, which would have taught them how to stay out of the way to survive. now as an adult, they have built up a defense mechanism and still treat people around them with suspicion and sometimes without knowing it they are closing people off. they have issues to solve with their childhood, before they can have a healthy relationship with themselves and others.

another example would be someone who does not belive in abortion(motivated by the fact that she is unable to conceive and has had a hard time trying to do so),who is confronted by someone else who has taken the decision to have an abortion, even though there is no compelling argument for doing so. she would most likely have issues about this, as it is something she has strong feelings about. that is perhaps not the best example , but i hope you get what I mean.

Anyway , many people have issues ,one way or another. I have issues against child abuse ,because i can see no logic in it. I also have issues against people(from both sexes) , who play mind games with their partners , in an attempt to be vicious. this is motivated by seeing people i know and love being hurt.

realising that you have issues as described in the first paragraph ,is healthy ,as you can work on them .it is the people who don't realise ,who i feel most sorry for.

It normally means that they have had things happen in their past which influence the way they act now, it can be anything from the severity of being abused to be cheated on by a partner and not being able to trust anybody now. I think you will find that the majority of people have some kind of issues in life whether they be minor or whether they be something that takes a lifetime to work through.

Issues to me means that they have things within their past that have yet to be resolved, maybe relationship problems or debt problems. Usually it's to do with a previous partner, sometimes this could mean that emotions run high when this subject is mentioned, it doesn't always mean they are mad or have mental problems they just have things to deal with.

It means that they have 'things' which they either want to argue or discuss, or they questions / problems they have yet to rationalise and / or resolve.

'Issues' is something of a catch-all term for this area of human experience in life.

It means people think they may be overheard if they tell you the peson is (nay numbe rof issues - alacaholic, drug adict, wife beater, mentally ill, etc, etc)!

They pout some wrapping paper aoround the "problem" and call it "issues".

it is also used when people don;t want to admit something they know others may is abhorrrent e.g. someone may have they have "issues" with someone else , but not what that is e.g. person gay/black/etc, and they don;t want to expose their homophobia, racism etc

It means there's always something with them. They never have just a normal day, everything event is "traumatic", even things most of us consider average, run-of-the-mill daily roadblocks.
