I don't know that companies EVER freeze development. Deployment, as in offering for sale, maybe. That's a marketing decision based on the best they can deliver to the retail outlets by around Columbus Day. Online stores may offer newer models later into the season because the supply chain is shorter.

It's probably called good business practice (AKA "greed"). They know PCs sell like hotcakes around Christmas and they want to get rid of the old models before the new ones come to the market. Then everyone will want to upgrade. Voila.
