Who started using the order of operations, and when. Is there any peticular reason that it is in the order that it is in?

Essentially, there has to be an order of operations; if there weren't, everyone would have to use parentheses for each operation symbol that wasn't associative. I don't know why it's in the order that it is, but it's probably an outgrowth of the order in which operations had to be performed for correctness in certain types of calculations that came up most frequently.

The order of operations comes from the fact that there is a correct order in which to carry out a sequence of calculations. This order comes from mathematical properties like association, distribution, commutation, etc. As long as these properties are taken into consideration, you should get a correct answer.
