Uh... What was the reason of changing partners???
Everyone here who suggest you to "get in to a fight". That not a good sollution.
Give him a warning that next time he's getting through your books/stuff you'll go to the teacher...
So when he does it... Stap right a way to the teacher without any warning...
Repeat this several times... First the warning... Let it go... He makes his stupid move again? You go to the teacher...
Your teacher should notice that you're really unconfortable with the situation your in...
Try to have a good conversation with your teacher...
Ask her the reason why you can't go back to your old seat and partner...
Come with good arguments that shows you're better off with your former partner...
You know... Make a list of the positive things and the bad things and build your "case" from there...
I had not totally the same problem but... There was this bully in junior high... At first he had a seat behind me... So he was kicking my chair all the time, throwing pieces of paper and tap on my shoulder...
I stand my ground and keep it to words... Just between him and me... Gave him a warning 3 times...
And snap at him... He kind of got scared at first and was of my back for a week before he started all over again...
So I gave him the warnings again... After several times I got tired and walk to my mentor...
Next thing what happened??? The bully was placed in front of me!!! Problem solved...
But then again this is a little differend than your problem... He wasn't my partner but a BULLY...
What ever you do:
You really got to MEAN WHAT YOU SAY and SAY WHAT YOU MEAN...
Otherwise you're out of luck...

1) Why did the teacher move you? Were you talk and disrupting class ?
2) When asking the teacher did she/he seem to believe that the boy really isn't a problem but rather an excuse for you to be moved back with your friends?
3) If the boy is that naughty , ask again and explain you really want to be moved away from him . Let the teacher know you are reasonable and willing to sit anywhere else in the classroom.
Leave it to your teacher to decide where you are to sit = to get away from him you should care where you sit. That way she/he will know the boy is really the problem and you are not trying to under mind her/his authority with the entire class.

First I see your partner is disturbing you- But why is not your teacher seeing that? Are you sure that you just don't want to be with your best friends? I think you should indeed talk to your principal if there is a real problem with your partner, but don't get him in trouble just to be with your friends. If you will talk to this classmate, tell him to keep his distance or you will talk to the principal, maybe things will not be as bad as you thought.

tell your parents talk to your principle. tell them it is messing up your school work. That will make the priciple act if not then go to the school board
