Have you checked Dell?
They have been advertising a basic PC, new, for $299, with WindowsXP Home Edition. I am working on one at this time and it is great. Dell also has good support and a Community Forum where you can get help from other users.

Dell may also have a refurbished PC on hand - although, when they do, they go fast.
