Have you checked Dell?
They have been advertising a basic PC, new, for $299, with WindowsXP Home Edition. I am working on one at this time and it is great. Dell also has good support and a Community Forum where you can get help from other users.
Dell may also have a refurbished PC on hand - although, when they do, they go fast.

Depends what it is going to be used for. Educational use will demand a lower spec machine, whereas game playing needs a higher spec. Go to your local computer store and have a chat with them. Also discuss with the school, to see if they have any suggestions.

Any PC is fine. Just give your kid a guest account and pay attention to what they surf on the web. You might need to block some sites that you don't want your kid to look at.

Commodore 64. You should be able to buy it at any garage sale.
