it only works when the countries who claim to be involved in it listen to it. if everyone ignores the UNs validity (like bush did in iraq) then their function will cease to exist. It is a sad thing. The UN is the most optomistic movement towards world peace that governments have ever made.

Well they sit around in a big circle and act like important dignitaries that make a lot of money talking about what they should do. Then when they get tired of talking they go to lunch and feast on caviar and a huge assortment of gourmet appetizers followed by a magnificent meal. After that they board their private jets and head home to rest up after their exhausting talking session.
