That is not necessarily true. An IP address can be moved around on the net. If you know a person's IP address, you can find out who owns that address and where they gave their address as, but that doesn't mean that is where the IP address is used. For example, if you know someone at Hewlett Packard, all their IP addresses start with 10 (10.x.x.x). If you look up the owner, you will find that it belongs to Hewlett Packard and is registered in Palo Alto, CA. However, that address could be used at any of their world wide locations.

Yes and no !
IP addresses work by the next computer/device in the chain from you knowing where to go next. The whole thing is very complex but if you want to see it working open a dos command window and use the tracert (trace route) command.

As each of these is a physical device you can findout where they are.
Your computer has an IP address generated by your ISP and it is your ISP that would know it is yours.
IT is not actually easy to find out where an IP address is but you can easily find out what network it is on.

The IP is assigned to an internet provider. An IP lookup will tell you who it is assigned to.
A court order or $50 to one of the techs will tell you who was using the IP at a certain time

Yes you can. The ip is as effective as a physical address, but its difficult to trace as most ISP's change it or renew it continuously. In cases involving the law, phone companies release the information.

yes you can.. the ip code's first three digits identify that..
a whole list of ip codes are available at numerous anonymous ip websites.. maybe they'll give u some idea..
