Your question is not clear. You have either WindowsXP or Windows 2000, or, do you have Office 2000?
If you have WindowsXP and have purchased no software, you can write a basic letter with Notepad.
click Start
cl Programs
double-cl Notepad
If you have Office 2000:
cl Start
cl Programs
double-cl Microsoft Word

well if u can afford (in case u buy the genuine :P) then get Microsoft Office.. it contains a software called Word that'll help you in typing a letter effectively...
You can go for the free OpenOffice.org
or use the WordPad that comes with Windows (Start>Accessories>WordPad probably)

Not all computers come pre-loaded with Word so perhaps you have MS Works. Open up application and use the word processor.

click on new
click on text document
now you can write a letter on the text document on your desktop
