rose bushes and rose trees are not the same thing, although they're both rose plants. Rose trees are usually much less able to take cold because their long trunk gets no protection from the soil during winter months.
I don't know if rose trees will survive in NYC, but if a person dug it up and layed it on its side, covered it with soil and leaves, it would likely survive until spring. That's what people in MN and Wisconsin do.

Well they are bushes and yes they can.but in cold weather you have to prune them and cover them w cones til spring.......however there are many that are members of the rose family such as apple trees.......check out Morton Arboretum in Illinois online or go to Trees.com and go to rose family! My sons planted a gala apple seed 3 yr ago it is now 12 ft tall and due next spring to produce fruit!
