Whenever I get autopgraphs I always take a photo of that person signing it. If you get the signature yourself then you supply the COA you dont need anyone else to do it. The COA should say who obtained the signature, the date it was taken at where (which hotel/venue etc). This is all you need as a coa.
If you have bought a signature, say off ebay- they should supply you with a coa. It is unlikely anyone else is going to put their company reputation on a signature- unless it's of someone very well documented and worth money- such as Hitler or Churchill for example.

There is a shop on ebay which is 100% authenticated. I bought a Jon Bon Jovi one from there and its great. Always make sure there is a COA with the picture.

I would find in my local town, somewhere that sells them, then ask how you can get authentication on your one.

go to the celebritie and watch them sign it or go to the Dr Who shop and ask them.
