Easy - get on an internet phone directory and get a list of all the building developers. Call or email them to get on their mailing lists and note your interest that you want to buy off-plan. I'd also do the same with estate agents too. This way you'll get a call when they have the plans through to start the build.

Why do you want to buy off-plan? Beware of developers charging you an excessive premium for the privilege. You can get off-plan bargains but there will be a reason - like the last one that a developer can't shift soon enough or a sales person hitting year-end or project-end targets.
