i live in south africa and want to work on a cruise ship, but it seems like all of them say you have to be under 18!

No sir! you can not work within international waters under the age of 18. I have previously worked aboard a cruse ship for 2 years as 2nd lead chef. Many of my prep staff were usually 21 to 26 years old. Also be aware that with some cruise companies "if" your so lucky to be hired, you are not considered full time crew until 21 years old. If you are between 18 and 20 there are also some countries that will not allow you to disembark as a crew member, but you can as a visitor.

Most cruise ships are owned by other countries other than the US. When the cruise ships are in port, they come under the ruling of whatever country they're visiting so most likely it's 18 or 21. Child labor laws would take effect if you're a minor.'
