The International Alliance of the Brotherhood of Bears made the rule.
I believe the rule was made to keep the subject of bears alive in casual conversations.
Bears never stray far from the woods so they do not violate this rule, thus, the subject of bears and woods are perpetuated where ever small groups congregate.

yes, and I enforce it, dammit! I can not believe that you would even THINK about questioning my authority! How dare you! Besides, If any bear is caught being out in the middle of a savanna, there are dire consequences. That is top priority in my laws for bears not to break.
