crack drain screw on carb. add new fuel to tank crank. Check to see if plug is wet . if plug is dry ,you probably have a clogged jet. You've probably got a Mikuni on the bottom there is a 17mm nut that will expose your main jet, remove clean reinstall.If plug is wet you have an ignition problem . Check plugs-wires ,coil and coil wires ignition module and wires. If you have a short in a Tach wire it will act like a kill switch. Most likely old fuel or clog, good luck.

I'm not familiar with your bike. I would check for spark. Remove the plug, insert it in the spark plug cap and lay the threads of the plug on the cyl.
-Key on, try to start. If weak spark or dirty plug - change it. If no spark - further trouble shooting is necessary.
-Check for clogged piolet jet in carb.

I would change the spark plugs and try to start it. if that doesn't work go to trouble shooting, but most of the time on an evo it's the plugs
