A full adv agency is an agency that do all the promotional work for a client, i.e. as soon as the adv agency get a new client, they are responsible of creating the ad, the theme, the production whether it is a print or a TV ad, distributing the ad to the media, and then following the popularity and the results that this ad generated.
Some full service agencies are also responsible of PR events, packaging, and many other promotional tactics.

The core of anything calling himself an advertising agency is creativity. To create ads is the most basic service.

Traditionally, the big Ad agencies used to be full service. They provide not only creativity, but media planning, media purchasing, creation and implementation of advertising campaigns, TV production, and even market research and print production.

In the 70's some famous creatives started to leave the big agencies, building their own "Creative Boutiques", providing only creativity.

Now, everything is more specialized, mobile and diverse, and you will find any kind of combinations of services, from the full integrated agency to the creative boutiques.
