Dew. It happens when warm moist air comes into contact with a cooler surface.
Warm air can hold more water vapour than cool air. When the air comes into contact with a cool surface, some of that air becomes condensed and the moisture is deposited on the surface as tiny drops.
Dew will not form on a footpath because it still remains warm after been heated by the sun, but it will form on grasses and plants which have become cool.
