Modem settings will be set automatically. There's not much you can tweak that will improve performance. The amount of apps running doesn't affect speed, but if they are all accessing stuff on the web, then it would decrease performance.

Can you not get broadband in your area or cannot afford it? Some broadband services are almost as economic as dial-up.
Spyware, adware, malware that collect data from the internet can reduce your modem bandwidth further so keep that cleared.
Use utilities that can streamline your modem usage.
Get into the 21st century and get broadband it may cost a couple of beers more but unless you really are determined to penny pinch, you will still have a dead slow connection while most of the web is tuned to broadband users. Even if you increased your dial-up by 50% (no way in this universe could it happen) you still only get about an extra 140 kb per min data which is nothing.

How many phone socket's do you have in your house, fax machines, cordless phones, any thing connected to the line except modem line in, If you have phone sockets,remove all telephone equip. from sockets, do not run line out from phone to computer, run line from socket straight to line in to modem, I was down to 7 bits per second, and constant line dropout, now with all socket's free I know have constant 50kbps, also what might help, is, set your configuration to 9600, the lower the better this would be minimum for a 56k Modem, Good luck.

just try removin spywares and the viruses present in the system and try downloadin the freeware of the booster which automatically tunes up ur system.... i felt my system boosted up after installin this!
