With ballet heels your toes need to be extremely strong to support the weight on them. Most people can't stand up because their toes are not strong enough and their ankle is not flexible enough to bend back that far.
However, assuming that you have the right strength and flexibility, you would take quite small steps bringing your toes and your heel down at the same time. And take great care with balance.
You may need to pad the ends with cotton wool to get the weight distributed on your toes right.

you put the heel down first, then the toe comes down right after. but im not sure about EIGHT inch heels.
