Nope, basketball is strictly an indoor game and extremely difficult to play out door or in the field. The heat would be too much for the players and you cannot definitely play during rainy season. Strong winds will also make shooting very difficult. Basketball is a whole year sport which means you need to play indoor to enable active games the whole year.
