You can upgrade your internet service. Get DSL or Cable broadband. If you already have that, your provider may have a faster speed available.
If your computer is slow, then you might suspect spyware. You should have an anti-spyware solution on your computer. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.

This question is really kind of vague. So my answer is going to hit a few things.
First thing is your computer. If your computer is slow then the Internet will appear slow simply because your computer is having a hard time loading the browser.
Second thing is on dial-up. If you have dial-up you might want to check your modem and make sure that it is a 56K modem. You also might want to pay for a service that provides a speed boost performance. Now the speed boost is tricky as it does not actually increase the speed at which the data is sent, it only compresses the data so that more can be sent at a time.
Third is if you have broadband. Check other programs that might be affecting your speeds. If you use P2P programs or other downloading tools then your internet speeds will slow. So just close or limit the sharing capacity of those programs.
Other than those things there is really not much you can control.

Get broadband.
Note that people advertising on the internet saying that "Increase the speed of your internet, download this software" won't help at all. The dial up internet for example has maximum limit say 56k that means the download speed will be maximum 5-6 kilobytes per second and there is no software to increase this speed.
None of the tweaks/hacks can increase the speed of internet.

Go for some cable broadband... You can get the full speed what they mention unlike other DSL broadband where the distance from the exchange matters....
