No. That's the whole point. Bush could have declared war on Al Quaeda but didn't because that would have been achievable. By declaring war on a noun he has created a situation where the war can never be won and America remains on a combat footing.
Having said that Americans have made a real contribution to fighting terrorism. If they hadn't spent the last 30 years funding the IRA the Europeans would have no experience fighting terrorists.

In Vietnam the US General decided that they were fighting a traditional, stand up war and gave lip service to the Hearts and Minds Aspects of the conflict. Consequently they lost, since Vietnam evolved into a large garrila war.
The same could be said for the war on terror. Unless the US combats the negative preaching of the fundamentalists we will never win. The peace keepers can hold ground, but at a cost. Like Vietnam, the real conflict is not waged with the rifle, but with the hearts and minds of the people.

The US may one day be able to beat all of it's enemys, both nations who oppose us as well as small groups of people. We will never be able to stop single people who wish to hurt others. The only methods for one or two people to cause damage to America is terrorism. We are working to stop the major funders of terrorist groups an the larger groups but in the end bombs can be made for low cost and the info on how to make them is free. The other thing to remember is that we are only attacking our enemies. Our war on terror is not an all out war on terror but just on the ones who are a threat to us.To win a war on terror we would have to have troops in so many countries we would have to just run the world. Many people think this is the goal of President Bush but that is silly. No one man will ever rule the world.

First of all we all forget that that day also brought Americans together. We became Americans first, not Republicans or Democrats. We "united" as one. If we stayed on that track we would show our strength. However time goes by and years from now it will be a faint reminder. I wish that somehow instead of just remembering those lost we also remembered those who were brave enough to stop United 93 from completing it's attack. It is a great tragedy to lose so many lives, however once those who were passengers on a high-jacked plane learned about the other attacks they tried to stop it. I think Sept 11 should be a national holiday to celebrate our patriotism.We should not be afraid to party in the streets and show how we are proud to be free Americans.For one day a year it would be nice to set aside political beliefs and be Americans.Where I live the schools get off for Battle of the Flowers not veterans day.In fact one year they were going to make them go to school Memorial day (the same year the war started). Are we really that ashamed of our own country? I just think we need more patriotism. It will be harder for terroists to affect a "united" country than a divided one.

I don't think it's possible to win the war on terrorism once and for all. I do think that so long as there are no more attacks on US soil or holdings, that the war is *being* won.
But to win it to the point that we will never have another threat? Unfortunately, that's just not possible.
There is always going to be some idiot who doesn't like the way America lives, breathes, dresses, votes, pees, drives during rush hour, whatever and is going to think that by parking a car bomb in just the right place, or by poisoning our drinking water or by flying an airplane into a building they will be able to destroy our way of life.
We can not win this once and for all. But so long as there are American men and women who are willing to fight, kill and die for the protection of their fellow Americans... so long as there are men and women here at home who are willing to keep the home fires burning for their loved ones who are out there doing their duty... so long as we have the right to keep our families safe against attack in our own homes through the Second Ammendment... so long as we do all that we can do to make sure that there is not another day like 09/11/01, we will be winning that war.

Uhm, first of all, a war is never 'won'. Whoever goes into war will lose. Secondly, a war on terror is a war on something you can't define. So I don't think the US will ever win their war on terror, unless you define winning a war as 'both sides giving up'. But even that may never truly happen.

No, unfortunately. Too much hatred and wrong doings throughout the globe for everyone to get along and for peace to prevail. If anything the events since 9/11 - Iraq, Israel/Lebanon, North Korea - have made the world we live in even more unstable. Sad thing is that I genuinely believe another 9/11 is inevitable.....regardless of how diligent you may be, you just can't police the globe.

What war on terror, oh you mean that story born up after the 9/11 conspiracy to remove most of your civil rights and to allow US foriegn policy to dictate the world.
Yeh...that will go on until people wake up and bloody well question the so called leaders of the 'free' world and hold them to account.
Yeh..yeh...I know I'm a sad git for believing all that conspiracy mumbo jumbo, but I would rather be my own person rather than be a sheep that follows our 'glorious' leaders and trusts everthing they tell us, did you notice how they released a video of Usama meeting the 9/11 terrorists on the aniversary of the disaster, how convenient.....that is just to remind you that YOU are at risk and YOU must trust us to look after you...in other words...to keep you scared and frightened of the iminant threat.

You can't win a war on terror using terror.
9/11 used to have a different meaning before the WTC attack,
Find what that was, and you will find the path to victory.
