Cut the corner off the old windshield. The glue on the inspection sticker is designed to prevent removal in one piece.
Depending on your State, you should be able to take the car to the original inspection station, show them the old sticker, and just pay for a new sticker rather than a whole new inspection.
I recommend you check the website of your State Police, or Department of Transportation. Yours is not an unusual situation.

Try using a heating gun or blow dryer this will melt the glue for easier removal. You may also want to try freezing it off with ice or even dry ice. You could probably use the stuff you buy in an aerosol can to remove/freeze warts off. Or just take the windshield to wherever it gets inspected and request a new one. They shouldn't charge you since you are being responsible and replacin the damaged one.

float it off with glass cleaner wet down real good foam type or liquid glass cleaner let it soak for five minutes and use only a brand new razorblade smooth and slow loosen up the top edge more cleaner long curved strokes pressing the blade to the glass about it should slide off. Even with all the DPS has done small slits & sticker that has viod that stays stuck on the glass stickers seem to release. You know it is illegal to do above. Or if you tear it and the sticker just won't let go. Reinspection time

Cut the sticker out from the old glass and tape it to the inside of the new windshield.

If you changed the windshield of your car, you need to have it reinspected within 40 days. Since you are not a certified replacement winshield installer. Sorry that's the law.

Just take the old broken windshield and duct tape it over the new one. The sticker will be there, you will still have the new glass, and any cop that stops you will admire your ingenuity

I only know about our state law, but sounds to me like you'll need a new inspection. The windshield is not just for viewing pleasure, it's an integral part of the vehicles safety system. Check your state law...you'll probably find out that you need to get it inspected again.

A hair dryer is the best way to remove the sticker, I have done this several times illegally knowing that my car could not pass.

Try Goof-Off or Nail Polish remover and a razor blade....just use a small amount of liquid so the ink stays on it.
Anything you try though...first try to get another inspection sticker off another car's junked window. Just in case...
