It could be either. If you're perfect is the only word you need to describe something, it can be a sentence. In the previous sentence, perfect is a word in a series of words that makes up the sentence whereas, in the next word, perfect is a sentence because it's all I need to describe my answer. Perfect!!

"perfect..........." is neither, it's a word followed by a series of dots, however fails to be a sentence as although 3 dots is a grammatical tool, 20-something isn't. It resembles a sentence more though if you need to classify it, as perfect............ isn't going to be found in the dictionary with all those dots after it.
