Children spend 5 hours reading or being read to.
i mean what is the verb "to be read to".
it means others read for them?
if so is this sentence correct?
My sister is read to this book(i read this book for her)
or this one?
this book is read to my sister.

"My sister is read to this book" means that you read what is written on your sister so that the book can hear it.

"This book is read to my sister" means that what is in the book is read, on a continuing basis, to your sister.

If your sister is hearing someone read the book to her at the moment the sentence is being written, you would write " This book is being read to my sister."

Neither seems correct. The first is way off, the second is close. One of the following is correct:

1. This book was read to my sister.

2. This book is being read to my sister.

When using the passive voice, we need some form of the verb "to be."

Personally, I prefer the active voice rather than the passive voice -- so I would go with one of the following:

1. XXXX is reading this book to my sister

where XXXX is the name of the person reading (or "someone")

If a child is being read to, then someone else is doing the reading, and the child is doing the listening.
