Here you have some options:

1) The ones absolutely most responsible are the ones that flew the planes into the building. Since almost half of the ones named by the CIA as the pilots are still alive, we will never know who all they were.

2) Next would probably be the planner. Noone has been arrested, charged, a tried on these charges, so that is up in the air.

These next, in my mind, are all pretty equally guilty.

3) The financeer, bin Laden.

4) The ones who ignored all the warnings, including the hijackings of the planes - Bush, Cheney, NORAD commanders, etc.

I just had to check in on these answers to see how many blamed America. Leave them alone and they'll leave us alone? Are you SERIOUS!
Do you not read about these people? They are taught from childhood that Allah will applaud them for every westerner they are able to decapitate. It goes way beyond any foreign policy. You're saying it's our own fault, yours and mine for being born in a free society. You must feel guilty every day when you wake up and decide what you would like to do that day.
We are not a perfect society but name another country with better chances for advancement and living a peaceful life of your own choosing.
Then tell me why you aren't living there. France? Yeah, that's what my brother thought.
He's glad to be back home, I think. He's had to rethink his anti-American views some. Blame the fanatics who perpetrated the event. Why is that too simple for some people to believe? Oh, and don't forget to arm yourself, or do you plan to just rely on the goverment you despise to protect you when the attacks start up here?

I wholeheartedly believe that the beaurocracy and red tape provided by our own government is, ultimately, responisible for the tradgedy. So many mistakes and such a lack of communication between government agencies can, obviously, be more dangerous than terrorists.

I suppose technically it would be the persons who carried it out. However, I think America (the government) and their 'policies' should be blamed. America (and now England) is now completed HATED by these people and it is because they think that western countries are too 'involved' in their 'business' and as such they retaliate. I say leave them alone and they will leave you alone.

I'd have to say Osama bin Laden, and I'd think that was a no-brainer, even for those of us who do think that the behavior of the U.S. fuels these things.
