It's not just Brits. I live in S. Spain (NOT in a tourist area) and whatever the weather, someone will complain about it and say, "This just isn't normal! The weather's gone mad!" We're in the middle of a drought and if it rains for more than an hour people start moaning about the weather!

The Brits complain i guess because their weather is rarely fine... thats an impression, not a fact, though.
Indeed, weather-complaints are people who tend to seek problems for thier dissatisfaction somwhere there, isntead inside them. Psychologically.

It definitely is a safe topic of conversation, and no one uses that like the British and Irish.

Because were so English and its what we do, it drives me nuts at times, I want to say have you nothing else to whinge about, still I guess listening to them go on about the weather is better than listening to them go on about their problems.
