Is he licensed by the state to perform the ceremony?

Heck, my cousin Vito could perform the ceremony if he was licensed.

He's not though.. oh wait, I don't have a cousin Vito!!

Contact the State and refer your question to them.

The credentials are valid for purposes of officiating at a ceremony, and the legal process is the same regardless of what religion or church the minister belongs to. The minister and the couple simply fills out the appropriate paperwork for the marriage ceremony and license. Same as any other minister would do.

yup...but then again any idiot including coragryph can officiate at a wedding. what you don't know is that if you download a copy of your universal life church credentials as a minister and pay a fee to the county you may legally sign the marriage certificate.go ahead . check with the county and the supreme court.
